A Pattern of Misconduct

In June 2024, the U.S. Department of Justice (DOJ) released a comprehensive report following a three-year investigation into the Phoenix Police Department (PhxPD).

The findings revealed systemic issues, including the use of excessive force, discriminatory practices, and violations of constitutional rights.

Excessive Force and Unjustified Deadly Force

The DOJ found that PhxPD officers frequently used excessive force, including unjustified deadly force.

Instances were documented where officers shot individuals who did not pose an immediate threat, delayed medical assistance to wounded individuals, and used force on individuals already restrained.

Discrimination Against Communities of Color

The investigation uncovered that PhxPD engaged in discriminatory policing practices, disproportionately targeting Black, Hispanic, and Native American communities.

Data indicated higher rates of stops, searches, and arrests among these groups compared to white individuals.

Violations of First Amendment Rights

The DOJ reported that PhxPD violated individuals’ rights to free speech and assembly.

During protests between 2017 and 2022, officers were found to have used force against peaceful demonstrators and retaliated against individuals for expressing criticism of the police.

Unlawful Treatment of Homeless Individuals

PhxPD was found to have unlawfully detained, cited, and arrested homeless individuals for non-criminal behavior.

The department also disposed of personal belongings of homeless individuals without legal justification.

Lack of Accountability and Oversight

The DOJ highlighted pervasive failings in PhxPD’s policies, training, supervision, and accountability systems.

These deficiencies allowed misconduct to persist and eroded public trust in the department.
